The Illinois Network of Charter Schools (INCS) is pleased to announce Rich Haglund as our new Chief Operating Officer (COO). Rich is responsible for the management of INCS’ finances, development, and growth and support services for charter public schools. Rich will work closely with INCS President Andrew Broy and Catherine Deutsch, new Chief Strategy and Talent Officer, to ensure that every child in Illinois has access to a high-quality public education.
Rich Haglund joins INCS from the Tennessee Achievement School District (ASD). As General Counsel and Chief Operating Officer for the ASD, Rich and his team worked to ensure that the ASD and its portfolio of schools had excellent operational services, equitable access to resources (funding and facilities), and legal guidance to realize their mission of turning around many of the state’s lowest-performing schools. Rich also previously served as the Director of Charter Schools for the Tennessee Department of Education, General Counsel to the Tennessee Board of Education, and as an Assistant Attorney General. He received his B.A. in Philosophy and Political Science from Boston University.
We are also excited to announce Catherine Deutsch, who was formerly INCS’ Director of Data and Policy, has been promoted to Chief Strategy and Talent Officer. Catherine’s new leadership role is focused on strategy (strategic planning, data, and policy), talent (hiring, staff development, and management), and external affairs. This shift will allow INCS to create a greater connection between our communications, data, and policy work.
