The Human Resources Manager will drive excellence in INCS’ efforts to recruit, retain, and grow a high-performing team of diverse individuals. The HR Manager will be a key member of the Finance and Operations team, leading INCS’ payroll, benefits administration, compliance efforts, and other critical functions. HR Manager candidates should have an awareness of how public education systems have historically and disproportionately disadvantaged vulnerable communities and must believe that charter schools have the power to transform public education and the lives of students.

  • Proven Excel skills, experience administering payroll, and a bachelor’s degree are required
  • HR Credentials preferred – Candidates with either related experience and a PHR or SPHR will be given priority.

Key Responsibilities (What you’ll be accountable for):

  • Payroll and Benefits Administration
    • Oversee payroll, ensuring timely and accurate bi-monthly processing
      • Maintain employee payroll data with fidelity including garnishments, wage deductions, changes in pay rate, and other employee information changes.
      • Monitor payroll account balances and process payroll liability payments
      • Reconcile payroll regularly to ensure accuracy
    • Administer INCS’ benefits, including but not limited to healthcare, dental, vision, medical FSA, transit/parking pretax plan, and short-term disability.
      • Monitor benefit provider performance, ensuring high-quality experience for staff
      • Conduct employee new-hire orientation and annual open enrollment
      • Process enrollment changes, ensuring proper updates are made with carriers and payroll
      • Facilitate staff benefits meetings, such as quarterly financial counseling trainings
      • Field staff questions and connect to appropriate resources and support
    • Administer INCS’ 403(b) plans, ensuring compliance with IRS and DOL regulations:
      • Ensure 403b contributions are remitted to INCS’ TPA on time each pay period
      • Partner with INCS’ outside provider to draft INCS’ Annual 5500 Return
      • Manage plan document and process changes as required.
      • Complete all relevant monitoring and compliance measures
    • Administer annual Worker’s compensation audit
    • Oversee employee records management in adherence with INCS’ record retention policy
  • Time Tracking and Grants Administration
    • Administer paid-time off, utilizing INCS’ HRIS system and ensuring employee adherence to policies
    • Oversee employee time tracking system and help facilitate intercompany reimbursements
      • Ensure staff complete their timesheets accurately and on time, training staff when needed on timesheet requirements
      • Analyze timesheets and present reports monthly to Director of Finance and Administration
      • Partner with Director of Finance and Administration to process quarterly Intercompany Personnel Reimbursements
    • Oversee grant personnel tracking and reporting process in consultation with the Development Manager and the Director of Finance and Administration
      • Draft personnel budgets for grant requests, ensuring budgeted staff time is reasonably stated and available.
      • Prepare grant personnel reports and maintain master personnel tracker
    • Staff Culture, Events, and Employee Life Cycle
      • Partner with Director of Finance and Administration to drive recruitment, hiring, and retention of a high-performing team
        • Help develop and maintain hiring pipeline of diverse, high-quality candidates
        • Draft job descriptions, post roles, and monitor job applications received
        • Manage logistics of hiring process, including communications with candidates, scheduling of interviews, and maintenance of interview and candidate records
        • Vet candidates and make recommendations to leadership about their candidacy
        • Lead onboarding for all new staff
        • Develop strategy and execution of meaningful staff professional development and growth
        • In the event that employees transition out of INCS, manage process to ensure departure is smooth and that all work areas have appropriate and clear coverage
      • Work with the Director of Finance and Administration to create goals and strategies for human resources and RIDE at INCS, with a lens toward continual improvement.
        • Evaluate and improve organizational processes and policies and ensure they reinforce diversity in the workplace
        • Partner with RIDE committee to administer annual engagement survey, analyze results, and develop programming to address core issues
        • Research and recommend best practices in RIDE and HR
        • Help field employee concerns and partner with Director of Finance and Administration to address and provide solutions
        • Assist Director of Finance and Administration with managing a performance appraisal system to drive high performance, including annual and mid-year reviews.
      • Plan and execute Staff Events and other endeavors to nurture a positive work environment, including but not limited to:
        • INCS’ Annual Retreat
        • INCS’ Summer Series
        • Monthly Drinks with INCS
        • Holiday Party
      • Partner with Office Manager to enact health and safety and policies and trainings for team as needed.

      • Assure compliance with applicable state and federal law, corresponding with state and local agencies as needed.
